Painting a Cascais house exterior is a preparation job with a coat of paint at the end. Salt crystallises on the surface and in the pores of the render; if you paint over it, the new coating never bonds properly and will lift. So an elevation is washed down thoroughly, biological growth on the shaded north side is treated, chalking and flaking coatings are scraped and brushed back, cracks are opened out, filled and reinforced, and bare render is spot-primed before the finish. Exposure decides how much of this is needed, and a wall facing the ocean at Guincho is a very different proposition from a sheltered courtyard in Birre. We say which is which at the survey rather than pricing them the same. Metal and timber are where salt does its worst work, and they are handled separately from the walls. Gates, railings, balustrades and window grilles are rubbed down, any rust taken back to sound metal, treated and primed for metal before enamel goes on; leaving live rust under a topcoat simply lets it push the paint off from beneath. Exterior timber, whether shutters, doors, pergolas or window frames, is sanded, allowed to be dry before anything is applied, and primed to suit old timber, then finished in enamel or an exterior varnish. We allow the drying time the manufacturer specifies between coats, which in coastal wind and damp mornings is not something to hurry. And we look at damp before we quote, because painting over damp does not fix damp. In houses here it tends to be a flat roof or terrace losing its waterproofing, a pool plant room, an irrigation leak against a garden wall or a house shut up for months with no ventilation. A stain-blocked and repainted wall marks again once the water returns. The route is moisture-detection to find the source, then bricklayer for render and waterproofing or water-leak-repair for a leaking pipe, and painting last. Where the property is a flat or in a gated development, the facade, the boundary walls and the common areas need the condomínio's agreement before anything is repainted, and building rules often set the hours for work.

The rendered wall by the pool is blistering. Will repainting solve it?
Only if the water stops arriving. Blistering render near a pool usually means moisture in the wall, from the plant room, an irrigation line, a leaking pool circuit or a terrace above with no fall, and paint over a wet wall lifts again as the moisture pushes out. Get the source found with moisture-detection, have the render and waterproofing put right by bricklayer, or the pipe attended to by water-leak-repair, and let the wall dry. We paint after that, not before.
