House & Building Construction in Lisboa

Lisbon does not have one housing stock, it has several stacked on top of each other. A pombalino building in the Baixa, a rental block in Arroios, a nineteen-fifties building in the Avenidas Novas and a recent tower in Campolide call for completely different approaches, even when the client's request sounds the same. On top of that sit a council with its own rules for protection zones, heritage constraints and streets where site logistics are a problem in themselves. We work in that context, on renovation, deep refurbishment and new work, carrying the file from design to use licence. Before anything is drawn, we start by finding out how the building was put together.

About our service in Lisboa

The first thing to know about a Lisbon building is how it was built, because everything else follows from that. Pombalino buildings contain the gaiola, a braced timber cage that works as a whole and cannot be dismantled piecemeal without weakening the entire structure. Early twentieth-century rental buildings have load-bearing masonry, timber floors and tabique partitions that carry nothing. Post-war blocks bring reinforced concrete and the rules change again. Before any demolition we open inspection points, and whenever the design touches the structure the engineer joins the process at the start rather than at the end. It costs a little more in design and a great deal less on site. The planning framework is the second theme. In monument protection zones, urban rehabilitation areas and listed groups there are requirements covering facades, windows, roofs and sometimes materials, with opinions from bodies that are not the council. That is not an obstacle, it is information: the earlier it enters the design, the faster the file moves. We check the constraints on the building before anything is drawn and assemble the application with the right documents, which avoids the requests for additional information that stop everything for months. We also chase the requests for additional documents, which are the single most common cause of a file sitting untouched. Finally there is logistics, which in Lisbon costs real money. Narrow streets, restricted loading, no parking, short-let neighbours sensitive to noise and buildings occupied throughout the work. We split deliveries, apply for road occupation where it is needed, protect the common parts and remove waste as it is produced. Noisy phases are agreed in advance, and we work Monday to Saturday, 9am to 8pm, with Sunday closed, which in an occupied building makes a real difference to everyone involved. In streets with shops, deliveries are arranged outside the busiest trading hours. Pavements and entrances are protected for the duration.

Frequently Asked Questions

What people ask us most in Lisbon:

Can I take out walls in a pombalino building to open up the space?

Only with great care and never without structural assessment. These buildings have a braced timber cage that behaves as a single system, and removing parts of that lattice weakens the whole building, not just your flat. Interventions are possible, carried out with a structural design and proper strengthening. What is not possible is knocking a wall through quickly because it looked like a partition.

My building sits in a protection zone. Does that complicate the work?

It adds requirements and opinions from outside bodies, mainly concerning the facade, the windows and the roof. Internally there is usually far more latitude. The common mistake is designing first and discovering the constraints afterwards, which forces a redesign. We check at the outset so the application reaches the council already compliant.

How long does this kind of work take in Lisbon?

The construction depends on the size and condition of the building; the licensing depends on timescales we do not control and which vary with the type of operation. That is why we do not give dates over the phone. With the design settled and the constraints checked, we give you a realistic programme with the phases and dependencies identified.
