There is a damp patch on the hallway ceiling under the flat above. Can you paint over it?

Not usefully. A patch under an upstairs bathroom or kitchen normally means water is coming through, and a stain-blocking primer will hold it back for a while before the mark reappears. The right route is to have the cause traced with moisture-detection, get the leak stopped through water-leak-repair or the plaster and waterproofing made good by bricklayer, and let the ceiling dry out. Then the paint has a chance of lasting. It is also worth knowing that a leak from an upstairs flat is a matter to raise with the condomínio.
